Anti-Theft Measures adopted in the Electricity Distribution utilities.

PVVNL, Meerut as a pioneer in the entire UPPCL and perhaps among all the power utilities has brought the scheme for curtailment of the theft of electricity through identification of the theft prone areas. The Discom has setup an anti-theft cell at its headquarter for carrying out all planning/material management activities and effective monitoring for time bound implementation of the schemes provisions. The Discom regularly identifies towns having high line losses. All Divisions are covered under system improvement under RAPDRP scheme. The scope of scheme covers the following activities :—

(i)        Distribution transformer wise identification and listing of the consumers through physical verification.

(ii)       Replacement of 3423 km. existing conductor with ABC during 2007-08 in identified theft prone areas. About 3083 km ABC already laid down in different areas till Mar-09 During current financial Year 2009-10 against the target of 3000 km, 1450 km has been replaced with ABC conductor.

(iii)      The replacement of Electro-mechanical meters through electronic meters.

(iv)      Installation of TVM’s on 17686 distribution transformers of URBAN area for the purpose of energy auditing and accounting. 12592 TVM's have already been installed.

(v)        Arrangement of DT managers through outside agencies.

Complete implementation of this programme in the days to come shall substantially bring down AT&C losses, would help increase the thru rate and improvement in quality of power supply and reduction in rate of damage of T/Fs.

Double Metering :-

 It has been experienced that some of the power consumers were involved in theft of electricity by various artificial means and also direct tapping (by passing the energy meters installed at their premises) due to which the load factor and energy consumption was very low. In order to have close watch on the energy consumption meters have been installed out side the consumer premises on the double pole, so that any mal practices of the consumers may be observed and action taking accordingly . The status of installation of double metering is given here under :-
